Project Zero is Tessen’s developer program. It runs only on capacity Tessen has verified costs nothing to serve, so it never bills you and never falls back to paid capacity. When that capacity is unavailable, a request is refused with a reason instead.
The Zero Pool is a shared allocation that resets daily. Every signed-in developer is enrolled automatically, and tessen zero shows your access. When the day’s pool is used, requests are refused until the reset — never billed.
